Last year my article South Africa revisited examined the potential which there is to make something happen in South Africa. Despite every opportunity to make a difference, many of the people in power have been riding the same merry go round for twenty years. South Africa is not what the late Nelson Mandela envisioned it to be. Instead it is a failed Utopia. Racial tensions within the country are still high, roughly 25% of people are officially unemployed and corruption within the government has been accepted as normal. A Failed Utopia: South Africa 20 Years Later

There IS a social security programme in SA -- child grants (which are trebled if the baby is born handicapped) and a modest state benefit for the jobless and for anyone over age 60 -- although the latter is means-tested. State hospitals are free to the indigent, as they were during apartheid. It's all ridiculously modest compared to the wrap-around benefits we enjoy on NZ, but then we have over 90% of our workers at work earning at least the legal minimum wage and paying income taxes to support the NZ benefit raft. NZ's minimum wage is roughly double the AVERAGE median wage in SA.

I never said there wasn't a social security system. I said "No social security program has been properly implemented for the poorest demographics." The grants and benefits which are available are limited and not truly accessible for everyone who meets those criteria.
